In Tokyo's downtown district of Ikebukuro, amidst many strange rumors and warnings of anonymous gangs and dangerous occupants, one urban legend stands out above the rest—the existence of a headless "Black Rider" who is said to be seen driving a jet-black motorcycle through the city streets.

Celty Sturluson also known as "The Black Rider" or "The Headless Rider", she is a Dullahan from Ireland who came to Japan looking for her stolen head. Her motorcycle is actually a horse in disguise. She has no heart and perceives surroundings via unknown sensors that are not located on the head. The physical strength she possesses is above human. She is also capable of manipulating a shadow-like, durable substance to form objects ranging from gloves to chariots at her will.

This caught the attention of President Max Sandschelt, who set a big reward for whoever brought her to him. Then many people started demanding the reward, which led to the intervention of the traffic police who in turn sought to arrest her to stop the chaos. This prompted Celty to flee from them until they surrendered.

So, in this game, you will play as Celty who has fallen into this predicament, good luck.

Help her escape from those who are after her, and as it is said, attack is the best way to defense. Therefore, you can attack those who follow her, and the level will not end until you finish eliminating all those who seek after her.
